Founder & CEO
Founder and General Manager of SHAAR, Uriel graduated from New York Polytechnic University as an Industrial Engineer and was accredited as PMP by PMI. He has over 25 years of experience in project management, project risk management, industrial engineering and O&M (Organization & Methods).
For eight years in the 90’s, Uriel served as a senior project manager at 'Eshed' Engineers & Consultants. He also established Eshed’s northern branch and managed it for five years. Subsequently, Uriel set up and managed a Project Management Office for Taro Pharmaceuticals‘ R&D institute in Haifa. In 2002, upon returning to the center of Israel, Uriel set up an O&M department at 'Migdal' Insurance Group and managed it for over two years, after-which he was hired as a senior project manager at Orantech Management Systems. In this capacity, he managed teams of dozens of employees, and led project-related activities for a variety of hi-tech companies, aerospace & defense industry organizations as well as software and IT projects.
Uriel has been self employed Since 2007, and provides professional services in the field of project management, project risk management, tender management and proposal preparation.
Uriel established SHAAR in early 2010, and has been managing the company ever since.
Between the years 2014 and 2016, Uriel served as Vice President and Board member of PMI-Israel. Uriel is also active in global activities of PMI.
Partner & Manager
Manager and partner at SHAAR, SEFI is an Industrial Engineer, MBA, PMP certified, and has over 30 years of experience as a senior project manager in organisations running multiple and mega projects. In the 90’s, he established and managed the Division for Public & Municipal Projects at 'Eshed Consulting Engineers'.
Subsequently, he managed a similar department at IBM Global Services, and was then hired as Vice President and CIO at 'Eshed Asset Management'.
Starting in 2007 and until 2014, Sefi established and managed the Project Controls Division of NTA [the government-owned company constructing the Tel Aviv mass transport network], and has led the effort to create and manage project schedules, risk management and reporting system of the company. These projects encompassed teams of professionals and external consultants, and included a portfolio of mega projects totaling tens of billions of NIS (₪).
Sefi joined SHAAR in 2016, as partner and manager. Sefi brings along substantial experience in construction, management and operation of complex organisational units in a wide range of companies and organisations; in planning and control of a variety of projects and mega projects; in analyzing and managing complex information systems; and in management of large and inter-disciplinary teams.
Senior Project Manager
Michal is a senior project manager at SHAAR. She is an industrial engineer, with an MBA and with PMP certification. Michal has over 20 years of experience in large-scale projects in the areas of construction and infrastructure, the hi-tech industry, banking and communications.
Michal has vast experience in the specification and implementation of organizational processes and project management methodologies; in working with global and cross-company teams; and in planning and accomplishing system-wide projects from initiation to delivery.
Prior to her work at SHAAR, Michal worked as project manager at a leading consulting company, where she served as consultant and project manager for clients such as Partner, Mizrahi Bank, Lenslet and SunGard.
Michal has been with SHAAR since its establishment. She has worked as project manager and senior consultant to the management of Logic Industries; led PMO activity at a number of leading companies; and currently leads schedule management for one of the Tel Aviv Light Rail projects.
Michal has significant work experience with MS Project, Primavera P6 and WBS Schedule Pro.
Since 2017, Michal serves as Vice President of PMI-Israel.
Senior project manager
Einat Levi, an Industrial Engineer with a B.Sc. from New Haven University, Connecticut, USA, is a senior project manager at SHAAR.
Einat has more than 20 years of experience as a PMO (Project Management Officer) in complex projects in various domains, such as civil infrastructure and construction projects, hi-tech, integration companies, banking and pharmaceutical companies.
She has acquired extensive experience as a Microsoft Project Server Administrator in large organizations; she is experienced in specification, training and implementation of complex information systems.
Einat has been employed by SHAAR as a PMO at Malam Team (a leading IT integration company). One of the projects she worked on (a large IT system for the State Comptroller's Office) was named Project of the Year 2015 by PMI-Israel.
Einat now serves as PMO on major construction and infrastructure projects, setting up and managing complex schedules. She is the PMO for Ofek Rakhav [a mega PFI project by the MoD and IDF for the relocation and integration of several major IDF bases], projects for Israel Railways, and more.
Senior project manager
Yossi Avivi, SHAAR’s Tender Preparation Department Manager and a senior project manager, is an industrial engineer and a certified systems analyst with a B.Sc. from Tel Aviv University.
Yossi has over 40 years of experience in leading, planning, executing and managing projects in a large variety of public sector organizations such as government agencies, local authorities and in the defense establishment and the private sector.
For the last 30 years, Yossi worked for different consulting firms, and carried out multiple projects in the fields of industrial engineering, organizational consulting, information systems logistics and more.
Yossi has gained specific expertise in preparing tender documents and in managing the entire life cycle of tendering and RFP processes for the procurement of services and goods, such as operating frameworks and units, setting up databases of consultants and suppliers, carrying out logistics projects and more.
Ever since Yossi joined SHAAR in 2016, he leads the preparation of tender documents and oversees tender proceedings for various sectors, with an emphasis on the government, municipal and public sectors.
