Preparation of Tender Documents

SHAAR leads and supports the process for preparation of tender documents, for both domestic and international tenders, starting from concept definition all the way to publishing and distribution (Camera Ready).

The tender preparation service reflects a project management perspective which derives from broad professional background and comprehensive experience in contracting processes with subcontractors and suppliers in a wide variety of industries and professional disciplines.

The services provided include, inter alia:

•  Support in defining the tender structure (RFP, RFT, ITT, ITB), including preparing the outline and storyboard;

• Formulating the detailed requirements from the bidders, and writing an SOW (Statement of Work) document;

• Support in the preparation  of the project Technical Spec;

• Support in systems engineering processes and in the specification of complex systems (with emphasis on SoSs – Systems of Systems);

• Support in defining the contractual arrangements vis-à-vis entities from the Israeli Ministry of Defense and the IDF

• Analysis and assessment of bid proposals
